Administration

The Administrative Division of the Johnson County Sheriff’s Office consists of the Sheriff, Civil Process, and the Sex offender clerk.

Sheriff:  Scott Munsterman

The Sheriff is an elected official and serves as the Chief Law Enforcement Official of the County.  As prescribed in section 57 of the Revised Statutes of the State of Missouri, the general duties of the county sheriff are outlined as follows.   57.100. Every sheriff shall quell and suppress assaults and batteries, riots, routs, affrays and insurrections; shall apprehend and commit to jail all felons and traitors, and execute all process directed to him by legal authority, including writs of replevin, attachments and final process issued by circuit and associate circuit judges. 

In addition to the duties prescribed in chapter 57 of the Revised Statutes of Missouri, the sheriff shall also be responsible for the operation of the county jail as prescribed in chapter 221 of the Revised Statutes of Missouri. 221.044 RSMo;  Except as otherwise provided in this section and sections 221.400 to 221.420, the sheriff of each county of this state shall have the custody, rule keeping and charge of the jail within his county, and of all prisoners in such jail, and may appoint a jailer under him, for whose conduct he shall be responsible. 

While the previously mentioned statutes outline the general duties of the sheriff, the duties of the sheriff are referenced by more than seven hundred individual statutes making the office of sheriff one of the most diverse and expansive elected offices in the state.

Civil Process Corporal:  Patty Denney

The Civil Process Sergeant receives all legal process issued by the circuit and associate circuit judges of Johnson County, as well as legal process from other jurisdictions scheduled for service in Johnson County.   She maintains an electronic data base detailing all pertinent information regarding the receipt and service of legal process.  The civil process sergeant also collects and deposits with the county treasurer all service fees and mileage associated with legal process.  This person is also responsible for maintaining and entering all arrest warrants into the records management system of the Johnson County Sheriff’s Office.  

Sex Offender Clerk:  Tara Moore

The Sex Offender clerk is responsible for maintaining a current list of all registered sex offenders living in Johnson County, Missouri. This person is also responsible for ensuring that all registered offenders are in compliance with all applicable state laws regarding residency, new registration, updated registrations, and change of address and employment information.
